US President Donald Trump announced on Sunday that he would impose a 100% tariff on non-US films, saying that the US film industry is facing a "rapid decline" due to incentives provided by other countries to attract US filmmakers.
Trump said in a post on his social platform Truth Social: "This is a joint action by other countries, and therefore poses a national security threat."
Trump said that he has authorized the US Department of Commerce and other relevant departments to immediately initiate procedures to impose a 100% tariff on all films produced overseas and imported into the United States, and emphasized: "We want to make movies in the United States again!"
US Secretary of Commerce Howard Lutnick responded on the social platform X: "It is being implemented."
Neither Lutnick nor Trump disclosed the details of the policy implementation. It is not clear whether the measure will target foreign companies or US companies that shoot films overseas.
William Reinsch, a senior fellow at the Center for Strategic and International Studies and a former Commerce Department official, warned that if countries retaliate against Trump's "foreign film tariffs", the consequences will be devastating. "Retaliatory actions would destroy our industry and do far more harm than good."
